Materials Needed:
- scissors
- 14" foam wreath form
- 2 yards of brown vinyl or faux leather
- brown permanent marker
- hot glue gun and glue sticks
- 2 pairs of opaque white tights
- 20 ounce bag of polyester fiberfill
- 2 yards of wide ribbon
- 3 safety pins
- assortment of colored felt
- headband
- 3" foam ball
- red pipe cleaner
- red craft paint and brush
- child size white T-shirt and leggings or sweat suit
Create Cone Portion
Depending on the size of your child, cut 2 triangles from the vinyl or faux leather to represent the front and back of the cone (Image 1). Add waffle cone texture by drawing intersecting diagonal lines onto the material with a permanent brown marker (Image 2). Attach the front and back cone pieces to opposite sides of the wreath form with hot glue. Then, glue 4 strands of ribbon to the inside of the wreath — 2 in the front and 2 in the back — to serve as shoulder straps for the cone. To create the ice cream swirls, cut the legs off the tights and stuff each leg with poly batting using hot glue or knots to secure the ends (Image 3).

Craft a Cherry-On-Top Headband
Cut 3" foam ball in half using a serrated or electric knife. Paint both ball halves with red craft paint and allow to dry (Image 1). Wrap a red pipe cleaner around the headband, angled off to the side (Image 2). Attach foam ball halves to both sides of the pipe cleaner with hot glue (Image 3) then shape or trim the remaining cherry stem as needed.

Assemble Costume
Have the child dress in a white T-shirt and leggings or sweat suit. Lower the center of the wreath form over their head and tie the ribbons at their shoulders, shortening them if needed. Coil the tights to resemble the swirl of ice cream, using safety pins to attach the ends of the tights to the child's shirt. Cut assorted colors of felt into 1" x 3" pieces to represent sprinkles then hot-glue the sprinkles onto the batting-filled tights. Add the headband to complete the look.
