Cut Out Felt Pieces
First, cut a small piece of felt that’s about 1/4" x 4" — this is the "scarf." Next, cut out a triangle, giving one side a rounded edge. This will become the "hat."

Add Scarf
Wrap the small rectangle of felt around the "neck" and glue into place.

Add Hat
To make the hat, take the triangle felt piece and run a bead of glue along one of the straight edges. Bring the edges together and hold butted up to one another until cooled. Run another bead of glue along the perimeter of the hat (Image 1), then place the hat on the bead (Image 2).

Add Bell Hanger
Slip the jingle bell on a thin piece of yarn (Image 1). Trim the yarn to around 8" and tie off in a knot (Image 2). Glue the bell to the top of the hat to create a hanger for the ornament (Image 3).
