Cut circles of tissue paper one inch in diameter larger than the top of the cups. Fill each cup with a small prize. For kids consider things like candies or party favors. For adults use more adult appropriate candies such as truffles, lottery scratch-off games or cash. Add a ring of glue using a glue stick to the top rim of each cup. Carefully turn the cup over on a tissue paper circle and press the edges of the paper firmly around the top of the cup.

Use a hot-glue gun to attach the cups to the foam core in a square or rectangle, depending on the number of cups you wish to use. For a decorative touch, make one column and one row of the cups in a coordinating color to represent ribbons.
