Make the Whipped Cream Ghosts
In the bowl of an electric mixer, whip the cream at medium-high speed until slightly thickened, 2-3 minutes. Gradually add in the granulated sugar. Whip until stiff peaks form, about 2 minutes.
Transfer the whipped cream to a piping bag fitted with a 1/2" round decorator piping tip.
On a parchment-lined baking sheet, pipe a triple swirl of whipped cream, swirling inward as you go so that the shape graduates to a point.
Immediately add two mini chocolate chips to the top 1/3 of the whipped cream swirl using kitchen-dedicated tweezers or your fingers, with the flat bottoms of the chips pointing outward, for eyes.
Just under the eyes, insert a standard size chocolate chip so that the flat bottom is pointing outward, for the mouth.

Repeat this process until you have 24 whipped cream ghosts. Transfer to the freezer, uncovered, to firm completely, about 1 hour.
Make the Creamsicle Floats
Place half of the vanilla ice cream into the pitcher of a blender. Add the orange soda and vodka. Blend briefly in short bursts until incorporated. The mixture will foam.
Divide scoops of the remaining vanilla ice cream among six 14-ounce cocktail glasses or glass mugs. Pour the blended Creamsicle mixture over the ice cream.

Boo-tify Your Beverage
Just before serving, remove the whipped cream ghosts from the freezer and use a thin spatula to lift them from the parchment. Arrange 3 to 4 ghosts on top of each float.
Serve these immediately after assembling, while the floats are thick and frosty.
