Spray paint each terra cotta pot and let dry (Image 1). Blow up balloons using a pump or by mouth (Image 2). Attach the first balloon to the terra cotta pot using hot glue on the lowest setting (Images 3 and 4). Attach the rest of the balloons to each other in a cactus shape. Apply the glue to the side of the balloon so the balloon tails are hidden in the back (Image 5). Tip: Blow up the balloons all the way, and let the air out to get the desired size.

To make a cactus flower, cut four tissue paper sheets in half (Image 1), and fold them accordion style in one-inch increments (Image 2). Twist yellow pipe cleaner at the center of the paper (Image 3). Cut the ends of the tissue paper to the desired flower size — we went with about one-fourth the size of our balloon. Fluff the tissue paper, and trim the pipe cleaner (Images 4 and 5).

Blow up white balloons to fit nicely inside the party hats (Image 1). Set the balloons aside for now, and cut a strip of tissue paper about one-inch wide (Image 2). Fold over itself, and cut slits (Image 3). Unravel to reveal a long-fringed strand. Attach adhesive dots to the top edge of the cone, and place the tissue fringe on top (Images 4 and 5). Fluff the fringe so it resembles melted ice cream.

Attach a white balloon on top of a cone using hot glue on the lowest setting (Images 1 and 2). Cut vinyl sheeting into small rectangles, and stick on the balloon in a random pattern to resemble sprinkles (Image 3). Glue a wooden bead to the top of the balloon (Image 4). Repeat steps for each ice cream cone.

Make ears by cutting two small triangles out of the glitter paper, round the corners using scissors (Image 1), and fold the wide part to create a tab. Cut pink felt smaller than the white triangle (Image 2), and attach on the glitter paper with hot glue. Cut a slit in the center of the tab (Image 3), and fold the piece in to create some dimension. Attach the ears to the balloon using hot glue on the lowest setting (Image 4).

For the tassels, fold the tissue paper in half twice, and cut slits to create fringe (Image 1). Unfold, and roll (Image 2). Twist the tassel at the center and fold over to create a loop. Twist again so it stays (Image 3). Repeat for each tassel.

Attach the dowel rod to the balloon tail using tape (Images 1 and 2). Don't worry about it being messy because you'll cover it with tassels. Attach the tassels fringe-side-up to the dowel rod using tape (Images 3 and 4).
