The fan was installed outdoors and part of the problem is due to the fact that it was not rated for outdoor use. On his elbow grease scale of one to four, Harrison gives this repair a two.

Materials and Tools:

needle-nose pliers 
wire stripper
stepladder
power screwdriver
standard screwdriver
circuit tester
safety glasses
outdoor ceiling fan
penetrating oil

Steps:

1. Turn off power to fan at breaker box. Remove the screws holding the shroud around the mounting plate. If the screws have rusted and locked, soak them in some penetrating oil before removing with a power screwdriver.

2. Drop the old fan down and use the circuit tester to make sure the power is off. If the tester confirms the power is off, disconnect the wires and cover with wire nuts.

3. Use the needle-nose pliers to trim the wires to fit the new installation and strip away an equal length of insulation from each wire using the wire stripper.

4. Mount the bracket for the new fan to the existing junction box.

5. Pull existing wires through bracket and connect with corresponding wires leading to your new ceiling fan. Cover each connection with a wire nut and give each connection a tug to make sure it's secure.

6. Tuck the wires into the shroud and raise the fan into position. Hook the shroud on the bracket and tighten the mounting screws.

7. Turn the power back on and test fan.
