You should have at least one good pair of scissors in your tool drawer, sharpened and ready to go when you need them. To get worn scissors back into shape, remove the retaining screw or nut in the center to separate the blades. Clean the blades with a scouring pad and penetrating oil to remove any rust or residue.

Wipe away the excess oil and polish off any burrs with a diamond hone. Reassemble the scissors and store in an old sock to allow the oil to penetrate.
