How to Make a Flower Piñata

For five of the cones, secure streamers on the inside of the hats using tape (image 1). For the sixth cone, secure a long piece of rope (image 2), which will be used to hang the finished piñata.
Form Into Cones
Wrap the party hats back into cone shapes, overlapping the sides and making them slightly longer than the original hats. With a marker, place four dots on equal sides of the cones.
Attach Florist Picks
Opening the cones back up, tightly tape wooden florist picks on top of the dots with sharp sides pointing down. Wrap cones back together and secure the seam with packaging tape. Set aside.
