Pull Apart Party Hats
Pull apart party hats, removing the tabs and string with scissors.
Waterproof Paper Hats
To slightly waterproof the paper hats, align the bottom with packaging tape, folding to cover both front and back of the hats (this step can be skipped if using silk flowers).
To create streamers, fold 2 to 3 feet of crepe paper into fourths, and cut lengthwise. If using ribbon, cut several 2- to 3-foot streamers.
