Materials:

kraft paper
marker
scissors
1/4" plywood cut to desired length and width
jigsaw
safety glasses
3 pieces pine 1" x 4"s cut to frame above
wood glue
finish nails
sandpaper
latex primer
latex paint
assorted craft paints (in darker and lighter shades of chosen color)
sponge brushes
regular small-bristle paintbrushes
sealer or urethane

Steps:

  1. Take a large sheet of kraft paper measured out to desired length and width of valance. Fold in half, and then draw a swag design with a marker. Cut out design with scissors (figure A). If desired, find a picture of a fabric valance in a magazine to help design the swag as well as the shading when painting it.
  2. Lay paper design on plywood and transfer it using a marker or pencil. Cut out design using a scrolling jigsaw. Sand edges and top.
  3. Create box frame around top and sides with 1" x 4"s, securing them with wood glue and finish nails. Prime entire valance, and then paint several coats of desired color (figure B).
  4. Squeeze the various paints onto a paper plate. Dip a small bristle brush in the different colors and apply to the valance to create shadows and highlights of fabric folds (figure C). If dissatisfied, cover the valance with the original color. Continue with the highlighting and shadowing until complete.
