If you've ever ordered blinds that are too short, try this trick to still make them work:

Mount wooden valance boards in the shape of an open front box with the bottom low enough to make up for the length you don't have in the blind over the top of the window (figure A).

After painting the boards to match the wall, staple hook and loop tape along the top to hold a fabric valance. Sew a flat fabric valance that's wide enough to cover the entire valance box and header of the blind. Sew the other side of the hook and loop tape to the valance, which makes it easy to remove for dry cleaning.
