The first step is building a basic framework using 1- and 2-inch lumber. Attach the pieces with glue and either finishing nails or screws.

An easy way to space the pickets is to use a picket to measure the space between each board. Then attach with screws or galvanized nails.
Picket Fence Garden Planter

Fran Giknis from Georgia-Pacific shows how to construct a garden planter, using readily available lumber and picket fencing.

Materials:

(The lumber should be pressure-treated Southern pine.)

seven 1 x 2-inch pieces of wood at 8 feet, cut to the following:
1 piece at 2-feet, 9-3/4 inches for the front rail, top
1 piece at 2-feet, 9-3/4 inches for the back rail, top
2 pieces at 12 inches for the side rails, top
38 pieces at 12-1/4-inches for the pickets

one 1 x 4-inch piece at 5 feet, cut to the following:
4 pieces at 2-1/2 inches x 2-1/2 inches for the post tops
2 pieces at 12 inches for the side rails, bottom

one 2 x 2-inch piece at 5 feet, cut to the following:
4 pieces at 13-1/2-inches for the post

one 2 x 4-inch piece at 6 feet, cut to the following:
1 piece at 2-feet-9-3/4-inches for the front rail, bottom
1 piece at 2-feet-9-3/4-inches for the back rail, bottom

exterior cdx plywood cut to the following:
1 piece at 2 feet, 9 inches x 12 inches x 1/2-inch base

4 pieces at 2-inch diameter for the full-round finials
4 double-threaded finial screws
24 1-1/2-inch galvanized decking screws
some 1-1/4-inch galvanized finishing nails
1 tube waterproof construction adhesive
drip tray if planter will be used inside
drill
stain-blocking primer

Steps:

1. Cut a 1/2-inch x 3/8-inch rabbet the length of the bottom side rails and a1/2-inch x 3/8-inch rabbet the length of the bottom front and back rails.

2. Glue and screw plywood base into bottom rail rabbets.

3. Cut two 3/4-inch-deep rabbets in each corner post to fit the rails into.

4. Drill weep holes in plywood base.

5. Screw rails together and glue and screw into posts. Glue and nail pickets to rails allowing 3/4-inch spaces between pickets.

6. Glue and screw post bottoms to posts.

7. Attach finials and post tops to posts with glue and double-threaded finial screws.
