Whether your region is suffering through a protracted drought or is only a few inches short of rain, you'll want to create a garden that doesn't need as much water: Choose plants that get a lot of mileage out of just a little irrigation, add plenty of organic matter to the soil to increase its moisture retention, and mulch, mulch, mulch.
