Materials:

bullion fringe
ribbon or string
swag/scarf holders
Steps:
- Measure the height and width of the area to be covered. Cut a length of fabric to this measurement plus one inch.
- Place fabric on a long flat surface. Measure in 18 inches from each end along one selvage and mark. Draw a diagonal line from each marked point to each opposite selvage corner (there will be a diagonal line at each end of the fabric now). Cut along the line.
- Turn under and stitch a 1/2-inch double-fold hem along the top edge of the scarf (the longer edge). Turn up and press a 1/2-inch hem on all remaining edges to the right side of the fabric. Pin bullion fringe over pressed hems and topstitch in place.
- With right side facing up, fan-fold the scarf, then use ribbon or string to tie it in several places. Place this over swag or scarf holders, adjust pleats/swag and then remove the string.
