wallpaper tray
liquid starch
fabric
scissors
plastic garbage can
utility knife
ribbon or trim
hot glue gun or white glue

Steps:

1. Cut the fabric to size, leaving an inch or so extra for overlap and seams.
2. Pour starch into the tray and dip the fabric into the starch, making sureto completely coat it. Wring it out a bit and start wrapping it around the garbage can.
3. Smooth the fabric and overlap the back seam. Make a straight cut along the seam to finish it.
4. Trim around the top edge under the lip.
5. For the bottom, snip every inch or so and fold the edges over.
6. Glue ribbon or trim around the top for a finished look.
