Video: A fringed pillow is fun and fairly easy to make.
Materials:

fabric
fringe
fabric pencil
painter's blue tape
pillow form
measuring guide

Steps:

1. This pillow cover is made up of three pieces--a front panel and two back panels that overlap (figure A). Cut each piece to the desired size and hem the edges of the back pieces that will overlap for a finished look.
2. To add the fringe to the front piece, experiment with the placement. Once satisfied, draw the appropriate horizontal lines across the front panel of the pillow using a fabric pencil. Make sure to start below the seam allowance line and in far enough from the sides to allow for side seams.
3. Cut a piece of fringe to length, allowing a little for overlapping the ends. Line the bottom or last piece of fringe with the pencil line and stitch it into place. Repeat this step to create the design of your choice until the top row of fringe has been sewn in place.

4. The trickiest part of the pillow is sewing the front and back panels together without stitching the fringe in the seams. To avoid this, use blue tape to hold the fringe away from the edges, and then pin the back pieces to the front (figure B). Gently move the pillow cover to the sewing machine and stitch around the edges (leave an opening for turning).
5. Turn the cover inside out and carefully remove the tape. Insert the pillow form.
