Figure A
Materials:

large PVC planter and saucer
screws
nuts
washers
1-1/2" foam
3 complementary fabrics
bias binding
2"-wide elastic
2-1/2"-wide pre-gathered eyelet trim
drill
hot glue gun/glue
yardstick compass or string/pencil
fusible webbing
iron

Steps:

  1. Drill three holes in the bottom of the plastic pot and the saucer. Turn the pot upside down and place the saucer (right side up) on the pot. Match up holes and insert the screws. Secure with washers and nuts on the inside of the pot.
  2. Cut foam into a circle and glue it inside the saucer.
  3. Calculate the finished diameter of the skirts: the diameter of the saucer plus two times the height of the tuffet minus five inches for trim allowance equals the finished diameter. For example, a diameter of 14 and a height of 17 equals 48 inches minus five inches equals a finished skirt of 43 inches.

For Under Skirt

  1. Cut fabric to form a large square equal to the finished diameter measurement (piece fabric if needed). Fold fabric in half lengthwise then crosswise into quarters, matching raw edges. Cut a piece of string half the finished diameter and tie a pencil to one end or use a yardstick compass to mark a circle half the finished diameter (hold end of cord or compass in folded corner of fabric). Cut along line.
  2. Finish raw edge with a serger or zigzag stitch. Stitch eyelet trim to edge of skirt.

For Over Skirt

  1. Cut top skirt fabric the same as above. Sew bias binding to raw edge.

Bow Band

  1. For the band, measure around the pot just under the saucer. Cut a strip of fabric to this length and twice as wide as desired. Fuse webbing to it; remove the backing and fold it in half. Fuse wrong sides together.
  2. Sew bias binding to the long edges of the strip and tuck the end edges in like a package. Sew about a two-inch piece of elastic to each end to hold it together (figure A).
  3. For the bow, cut a strip of fabric 3" x 12" and a strip 1-1/2" x 3" long. Fuse as above and stitch bias binding to the edges of each strip.
  4. Fold the larger band in half with the seams centered in the back. Pleat it and put it on top of the elastic from Step 2. Stitch through all the layers to keep it in place.
  5. Wrap the smallest band around the center of the bow and hand-stitch or glue it in place.
  6. Place skirts over tuffet and band over skirts. Stitch or pin bow in place if desired .
