David Howerton's three-bedroom condo was built in 1987 in the Portero Hill neighborhood of San Francisco, Calif. The small roof deck has fantastic views of Noe Valley and the Twin Peaks, but he wants to enclose the space to help decrease wind and traffic noise without obstructing the view.
