Cooper designs creative window treatments that provide texture and pattern while still allowing light through. He starts with eight large plastic panels that he bought for $1 apiece. He lays his hand-cut starburst stencils on them and spray-paints white around the stencils for a frosted look. The panels are connected to each other with S hooks and attached to the sliding glass door with suction cups.
