Steps:
1. Apply the desired base coat color to the wall and let dry.
2. To make the scallop and polka dot template, draw a line through the center of the plate back and mark one half as the top. Place a quart-sized paint can in the center of the paper plate; trace around it, and then cut it out using a craft knife.
3. To start the scallops, use a long level to draw a line at the desired height all the way around the room. Position the center line of the plate on the level line of the wall, and then trace the upper portion of the plate. Move it over and repeat until the entire room is done.
4. Tape-off the baseboard. Use a sash brush to cut in along the baseboard and a foam brush to cut in along the curve of the scallops (be sure to cover the pencil lines). Go over about three or four scallops, and then use the roller for the main wall area. Keep repeating these steps until the walls are complete. Let dry.
5. Use the template again to draw the polka dots and use a foam brush to paint them. Let dry, and then use the artist brush to add an accent along once side of each dot.
