Steps 14-16
14. To make the lower torso, using the pattern, cut two 2" x 1" teardrop shapes out of the light blue card stock. One teardrop should be a little longer than the other.

15. From the cereal box cut a 5/8" x 2-1/2" strip of cardboard. Fold it and cut a 3/4-inch triangle out of both ends. This strip will shape the hips of the mermaid.

16. Glue the cardboard to the shorter teardrop, following the teardrop shape. Use hot glue to give strength to the form and to glue a 2-inch piece of wire coming out of the point of the teardrop. The tail will be attached to that wire.
