Turn fabric sideways to make a long topper that uses ribbons to attach it to the curtain rod.
Materials:

checked green fabric (sku 5061486 "Pucker Up") (Jo-Ann, Etc.)
grosgrain ribbon
trim
measuring tape

Steps:

1. Measure the window and double that number to get the necessary topper width measurement (160 inches for the featured project). Instead of piecing the fabric to get the necessary width, turn the fabric sideways and cut the fabric to 29 inches wide to allow for 1/2-inch seam allowances (the featured valance is 14 inches long when finished) by the desired final width measurement 161 inches). Turning a fabric sideways is referred to as railroading the fabric.
2. Fold the fabric in half lengthwise with right sides together and pin along the side seams (this will form a very long rectangle). Sew the side seams in place.

3. Cut the ribbon into 30-inch pieces and fold each in half, using a pin to keep them in place (the featured project used 13 ribbons spaced about 13 inches apart). With the valance still inside out, position the folded end of the ribbons evenly along the top edge of one side of the valance and pin them in place with the ribbons facing down into the valance (figure A). Pin the entire top edge together, and then sew along the seam, making sure to leave about 10 inches unstitched. Remove the pins; turn the valance right side out, and sew the opening closed. Iron the panel flat.
4. Pin the desired trim along the bottom edge and topstitch it in place. Secure the valance to the curtain rod by tying the ribbons as desired.
