Mount wooden valance boards over the top of the window in the shape of an open front box with the bottom low enough to make up for the length you don't have in the blind. After painting the boards to match the wall, staple hook-and-loop tape along the top to hold a fabric valance. Sew a flat fabric valance that's wide enough to cover the entire valance box and header of the blind. Sew the other side of the hook-and-loop tape to the valance, which makes it easy to remove for dry cleaning.
